Need to remove fuel tank to clean it out . How do us drain tank of existing fuel ? Is there an easy way to do this without removing the tank first ?

How about insert a fuel hose from the filler or the neck into the tank and suck the fuel out by a suction pump or be gravity?

Use an external pump or use the veggie oil pump on board.
